The Office of Financial Management is responsible for the review and approval of all debt issued in the name of the Commonwealth pursuant to KRS 42.400 and KRS 45A.840 . In that capacity the office seeks to achieve the lowest debt service costs consistent with sound financial principles and program objectives.
