Office of the Secretary

The Office of the Secretary provides executive policy and management for the departments/divisions of the Finance and Administration Cabinet. The Secretary serves as the chief financial officer and manager of the financial resources of the Commonwealth. He also serves on numerous boards and commissions including the Kentucky Economic Development Partnership Board, the Kentucky Economic Development Finance Authority, the Kentucky Economic Roundtable, the Kentucky Higher Education Assistance Authority, the Kentucky Infrastructure Authority and the Kentucky Housing Corporation.

Office of Public Information

The Office of Public Information is responsible for overseeing internal and external communications, handling all media requests for information, preparing and distributing all press releases, coordinating the publication of all newsletters and reports and maintenance of cabinet Web site. The director of communications acts as chief spokesperson for the cabinet and its agencies and is the primary contact for all media inquiries.

Office of Administrative Services

The Office of Administrative Services is responsible for all internal administrative and human resource functions of the Finance and Administration Cabinet.  These duties include administrative assistance, budget, purchasing, customer billing, payments, general accounting, personnel, payroll and asset management. The Office is composed of six divisions.

Office of the Controller

The Controller's Office is responsible for all state accounting policies and procedures, cash management and strategic financial planning. The Controller acts as the commonwealth’s chief accounting officer.  The office maintains internal controls, operates accounting systems and reports the results of financial operations to management and the public. The office was established by the 1994 General Assembly and works closely with the Office for Financial Management (OFM) and others to coordinate the program, budget and cost management components of the state's long-range business planning process. The office consists of five subdivisions.

Department for Facilities and Support Services

The Department for Facilities and Support Services is responsible for the commonwealth’s capital construction program; real property acquisition, disposition, and leasing services; the daily operation and maintenance of state-owned office buildings and other assigned state properties; and surplus property services.

Office of Equal Employment Opportunity and Contract Compliance

The Office of Equal Employment Opportunity and Contract Compliance is responsible for administering the Finance and Administration Cabinet's equal opportunity and affirmative action programs, investigating complaints of discrimination and sexual harassment for cabinet employees, promoting and monitoring minority business participation in state contracting, and monitoring contractor compliance.

Office of General Counsel

The Office of General Counsel provides legal advice on all issues, coordinates and reports on the work of the other two legal offices and serves as legal liaison to the Governor’s legal counsel.

Department of Revenue

This Department of Revenue is the state agency that administers the tax laws of the commonwealth and bills and collects the tax revenue necessary to support state services.

Commonwealth Office of Technology

The Commonwealth Office of Technology provides enterprise-wide support for the efficient, effective and economical administration of information technology and resources within the executive branch.  These duties include establishing IT policy and standard setting deployment; strategic and tactical planning; acquisition, management; and operations. COT is responsible for establishing performance measures and benchmarking policies and procedures; assessing, recommending and implementing IT governance and organization design to include effective IT personnel management practices; overseeing shared IT resources and services; establishing partnerships and alliances for effective implementation of IT projects; identifying IT applications that should be statewide in scope; and ensuring these applications are not developed independently or duplicated by individual agencies of the executive branch.
