This department is responsible for the commonwealth’s capital construction program; real property acquisition, disposition and leasing services; the daily operation and maintenance of state-owned office properties and surplus property services.

Division of Historic Properties |

The Division of Historic Properties preserves and maintains five state-owned historic buildings and all cabinet-owned structures that are at least 50 years old. Staff serve as project consultants on any capital construction project related to the historic structures and oversee the preservation methodology on each project to ensure the historical integrity of each building is maintained. The division is also responsible for inventory and maintenance of cabinet-owned historic furnishings, artifacts and objects of art.

Division of Engineering and Contract Administration |

The Division of Engineering and Contract Administration administers the capital construction program (excluding roads and bridges) by providing professional architectural and engineering assistance to state agencies; reviews plans and specifications; performs cost data analyses; acts as liaison between the Department for Facilities and Support Services and other agencies on new construction projects and major renovation/maintenance projects; and monitors construction and maintenance contracts to ensure compliance with plans and specifications. Additionally, the division is responsible for procurement of services for new building construction; renovation of existing buildings; reclamation and landscaping of grounds; major repair projects; service/maintenance contracts for equipment; and construction-related consulting services.

Division of Surplus Properties |

The Division of Surplus Property manages the legal disposition of all state personal property items that are no longer needed or useful to state government. The division operates under the authority of KRS 45A.045 and KRS 42.024. Services provided by the division include administering auctions for other state agencies, sealed bid sales, spot bid sales and direct transfer sales. The division may also receive, warehouse and distribute federal surplus property under the provisions of the Federal Property and Administrative Services Act of 1949 (as amended) and other federal laws relating to the disposal of federal surplus property. The division screens, transports, warehouses and may recondition surplus property for transfer to eligible state and local agencies and other eligible public entities.

Division of Real Properties |

The Division of Real Properties manages the commonwealth’s real property resources. Responsibilities include the acquisition of real property required by the commonwealth (excluding highway right-of-way); maintaining an accurate inventory of both owned and leased state properties; maintaining files on all property owned by the state (excluding highway right-of-way); managing of state government parking facilities within the Franklin County area; leasing of land and/or buildings for use by state agencies when state-owned land and/or buildings are not available or suitable; maintaining space assignment records of all state-owned buildings managed by the cabinet; preparing of quarterly occupancy charges for all cabinet-managed buildings; and approving all building renovations and alterations of those buildings. There are three branches in the Division of Real Properties: Leased Properties Branch; State Properties Branch; and Inventory Compliance and Utilization Branch.

Office of Building and Mechanical Services |
 |
The Office of Building and Mechanical Services provides building and grounds maintenance, mechanical maintenance, and electronic security to state-owned facilities across the commonwealth. It consists of two divisions, the Division of Building Services and the Division of Mechanical Services.
